1. PREAMBLE

1.1.1       EUROSAF has created a set of rules governing EUROSAF Events.

1.1.2       A EUROSAF Event is a European sailing event organized, awarded, or sanctioned by EUROSAF. A European sailing event is a sailing event taking place in Europe or, at least partially, in the territory, including their jurisdictional waters, of one or more Members’ countries.

1.1.3       EUROSAF may organize, award, or sanction any European sailing event.

1.1.4       EUROSAF Events may include any sailing discipline and equipment.

1.1.5       The overarching goal of EUROSAF Events is to coordinate, develop, promote, and foster the sport of sailing in all its forms in Europe.

1.1.6       No EUROSAF Event shall accept or uphold any type of discrimination.

1.1.7       EUROSAF Events shall comply with all applicable laws and regulations, including the WADA World Anti-Doping Code.

2. GENERAL – FOR ALL TYPES OF EVENTS

2.2 TYPES AND TITLES OF EVENTS

2.2.1       EUROSAF Events shall be named as follows:

“EUROSAF *** European Championship”

***: add Class name and type of Championship (if any)

or “EUROSAF *** Cup”

2.2.2       Types of Championship may be Open, Men, Mixed, Women’s, or Youth. The Executive Board may decide on a different type for a specific Championship.

2.2.3       A title sponsor may insert a name in the event title, after “EUROSAF” and before “*** European Championship / Cup”, subject to the approval of the Executive Board, which must be sought in advance of finalizing any agreement with sponsors.

2.2.4       EUROSAF European Championships may consist of separate events, one for each type. Championships for different types may be held together with the Open Championship as approved by the Executive Board.

2.2.5       EUROSAF Events are annual events.

2.3 BIDDING PROCESS AND CONCLUDING THE CONTRACT

2.3.1       An organization interested in bidding for a EUROSAF Event shall contact the Office to receive these Regulations, a draft of the Contract, and other information requested.

2.3.2       Bids for EUROSAF Events shall be received latest on 31 January in the year preceding the Championship/event. The Executive Board will inform the bidders latest on 30 March in the year preceding the Championship/event if the EUROSAF Event is granted.

2.3.3       If no bids are received for a EUROSAF Event within the time stated in 2.3.2 the Executive Board may decide about the process to bid for these events or assign the event to an OA.

2.3.4       To bid for a EUROSAF Event the bidder shall use the form available on the website or upon request from the Office. The form is attached as Appendix A of these Regulations.

2.3.5       The bidder shall receive all appropriate authorisations from its MNA and provide EUROSAF with them in writing before the EUROSAF Event is granted.

2.3.6       By bidding for a EUROSAF Event the bidder agrees to sign the Contract, pay all required fees and act as an OA in case the event is granted.

2.3.7       An official confirmation letter will be sent to the OA and the Member to which the OA is affiliated upon receipt of the signed Contract.

2.3.8       An OA awarded a EUROSAF Event is solely responsible for all obligations related to the event, including, but not limited to, financial, regulatory, safety, environmental, resulting from loss of property or loss of life, etc.

2.4 EVENT RIGHTS AND FEES

2.4.1       The ownership and all rights related to the EUROSAF Event remain the sole property of EUROSAF at all times.

2.4.2       The rights fee, required to host the EUROSAF Event, is specified in Appendix A.

2.4.3       If an event offers cash or cashable prizes, appearance payments, individual sponsorship payments by the event organizers or otherwise, or other benefits of a similar nature totalling more than € 10,000 or the equivalent, the fee will be raised by 10% of the sum exceeding € 10,000 and 5% of the sum exceeding € 25,000. If an event has acquired funds or other benefits totalling more than € 50,000 or the equivalent, the fee will be raised by 5% of the sum exceeding € 50,000 and 3% of the sum exceeding € 100,000.

2.4.4       Under special circumstances the Executive Board may change these fees.

2.4.5       An invoice will be presented by EUROSAF for all fees due, including the supply of medals, in advance of the EUROSAF Event. Payment of the invoice is due no later than one month from the date of the invoice. Failure to pay in time may result in the event or title being withdrawn.

2.4.6       The relevant event grading fees (if any) shall be paid to WS in accordance with the relevant WS Regulations.

2.5 ENTRY FEES AND DAMAGE DEPOSIT

2.5.1       The OA may claim an entry fee from each team. The entry fee shall be defined in the NoR. The amount of the entry fee may be restricted by the Executive Board.

2.5.2       Entry fees are due at the time of accepting the invitation. No entry is considered confirmed until payment is received. Entry fees are not refundable except in special circumstances. The final ruling in such cases resides with the Executive Board.

2.5.3       Only for events where boats are supplied by the OA- Each team may be required to pay an initial damage deposit that shall be stated in the NoR to cover damages or the loss of equipment that can be attributed to the team’s actions during the Event. If the deposit is used, in full or in part, during the Event, the OA may require the team to top up the deposit before allowing them to go on competing. The OA shall refund any remaining deposit after the Event.

2.6 CONTRACTS AND AGREEMENTS

2.6.1       EUROSAF shall present each appointed OA with a Contract relating to the EUROSAF Event they have to organise. Both parties must sign the Contract, which covers the rights and responsibilities of both the OA and EUROSAF, before the rights of the event are finally granted to the OA. The Contract shall be signed twelve months before the event.

2.6.2       Any other agreements associated with a EUROSAF Event requiring the signature from the OA should first be copied to the Executive Board for their input and review. Permission to sign such agreements will not be unreasonably withheld, but in the event of an objection, the decision of the Executive Board shall be final.

2.7 SPONSORSHIP AND COMMERCIAL RIGHTS

2.7.1       Sponsorship of the EUROSAF Events is permitted and encouraged. Sponsors should be from organizations in sympathy with the sport of sailing and need the prior approval of the Executive Board.

2.7.2       It is the responsibility of the OA to ensure the quality of the EUROSAF Event is sufficiently attractive to encourage sponsorship.

2.8 MEDIA RIGHTS

2.8.1       The Media Rights of the EUROSAF Events and the associated intellectual property are the exclusive property of EUROSAF. The Media Rights, in full or in part, may be transferred to the OA, subject to agreement between the two organizations.

2.8.2       EUROSAF and the OA shall have the right to use the results and any images, video, or sound recorded during the EUROSAF Event, free of charge. The OA, in obtaining, using, and sharing with EUROSAF and third parties such material, shall comply with all relevant obligations related to personal data protection.

2.8.3       A EUROSAF Event website should be made available at least four months before the event. This should be either as part of an existing website belonging to the OA, or as a separate entity. EUROSAF branding must be included on the website and on all documents, announcements, and distributed items. In addition, every effort should be made to make use of all social media outlets, such as YouTube, Facebook, Instagram, and Twitter, to promote the event and to inform about it.

2.8.4       Sailing and other media outlets, from both the host country and other European countries, should be contacted and kept informed about the EUROSAF Event. Where possible, videos of the event should be recorded for publication on on-line TV outlets and other media sources. EUROSAF endeavours to work with the OA to achieve this objective.

2.9 RULES

2.9.1       The EUROSAF Events shall be governed by the current RRS and any other WS or Class association regulations.

2.9.2       The EUROSAF Events shall not be in conflict with relevant WS Regulations or relevant Class Regulations (if any).

2.10 ELIGIBILITY – GENERAL

2.10.1    For Non-open EUROSAF Events entries shall only be accepted from Members who are in financial good standing with EUROSAF. Additionally for open events entries will also be accepted from other MNAs.

2.10.2    More than half of the team members shall be nationals or residents of the country of the Member/MNA entering the team, including the skipper. The Member/MNA shall be responsible for compliance. The NoR may specify a higher number and that this regulation does not apply to crew substitutes, with the exception of the skipper (for Match Racing events see 3.2.8).

2.10.3    The age limit for the youth events will be defined by the Executive Board if not otherwise specified in these regulations.

2.11 LOGISTICS – GENERAL

2.11.1    To host a EUROSAF Event, the OA must provide:

  • suitable race committee boats with all necessary race management equipment and a sufficient number of mark boats with crew;
  • all marks and ground tackle;
  • all flags and sound signals required by the RRS;
  • any boats necessary for press and media coverage;
  • sufficient on-water and on-shore facilities for media personnel;
  • boats and viewing places for spectators, with broadcast commentary in the language of the host country or in English, both if possible (if relevant);
  • a sufficient number of rooms for all race officials.

2.11.2    The OA must provide race officials with travel (economy flight or other suitable form of transportation), local transfer, and accommodation costs (min 3*** hotel in single room), plus food of good quality. Those appointed through the ROEP are responsible for their own travel costs to an agreed point within the host country, after which they should be funded on an equal basis to other attending race officials. The only exception to these rules is when an individual agreement is reached, on a personal basis, between the OA and a race official prior to the Event.

2.11.3    The Executive Board retains the right to appoint a delegate (EUROSAF TD) to each EUROSAF Event, who will act as both technical consultant and EUROSAF liaison. In any disputable situation regarding the event organizing and running, the EUROSAF TD shall make the decision. The OA shall meet the travelling and accommodation expenses for this person as though they were a race official and they should be accommodated in the same facility as the race officials.

2.12 RACE OFFICIALS – GENERAL

2.12.1    The (Principal) Race Officer of a EUROSAF Event shall preferably be an IRO, assisted by a NRO from ROEP when applicable.

2.12.2    A EUROSAF Event shall be served by an International Jury composed in accordance with RRS Appendix N. All members of the International Jury shall be from Europe except if otherwise decided by the Executive Board. The International Jury Chair shall not be from the host Member according to WS Regulation 25.8.7.

2.12.3    There shall be at least one NJ position open for ROEP. In order to be on time for the ROEP Meeting, the agreement with the OA should be signed latest at the end of the previous year.

2.12.4    The OA shall propose the Race Officials to the Executive Board minimum 3 months before the event except for National Race Officials selected through the ROEP, in compliance with 2.12.2. If in need, the OA may ask the Executive Board to find an appropriate Race Official and to compose the International Jury. The Executive Board and the OA must agree to each Race Official. The OA shall invite the Race Officials agreed upon. The same procedure shall apply in case of any replacement.

2.12.5    Executive Board members and a delegate (EUROSAF TD) may act as a Race Official when appropriate.

2.13 FORMAT OF EVENT AND RACE DOCUMENTS

2.13.1    The NoR and the SI shall comply with the RRS NoR Guide and SI Guide when applicable.

2.13.2    The format and number of races and racing days shall meet relevant Class or format criteria and shall be specified in the NoR.

2.13.3    Draft SI should be ready minimum 7 days before the event for the International Jury to check and prepare the final SI before they arrive to the venue.

2.14 AWARDS AND PRIZE MONEY

2.14.1    EUROSAF Medals will be awarded to the first three teams in each EUROSAF Event type. Medals must be sourced through EUROSAF.

2.14.2    Trophies & Prizes – specified in Appendix B.

2.14.3    Prize money, if any, is not limited, except that no prize money shall be made available in youth events.

2.14.4    Other suitable prizes and awards may be made available by the OA as they see fit.

3. MATCH RACING

3.1 REQUIREMENTS FOR AWARDING THE TITLE AND MEDALS

3.1.1       To award the Championship title a minimum of 8 teams from at least 4 Members shall compete in the EUROSAF Event. For Women’s and Youth Championships the minimum numbers are 6 teams from 3 Members.

3.1.2       In addition to 2.2.1, the EUROSAF Event shall be organised as a WS Grade 1 or Grade 2 event, subject to review by the WS Match Racing Sub Committee (WS Regulation 27.2.3). The Youth Event may be held as a WS Grade 2 or Grade 3 event, according to WS Regulation 27.2.3. The OA shall apply to WS for the relevant event grading and pay the relevant grading fees.

3.2 ELIGIBILITY – specified

3.2.1       Entries for the EUROSAF Event shall only be accepted from Members who are in financial good standing with EUROSAF. If an event is part of a World event this might be changed by the Executive Board.

3.2.2       Each Member has the right to send one team to each Championship type, subject to the maximum number of teams permitted. Additionally, the OA of one or several events has the right to enter one team directly into each of the events it is organizing.

3.2.3       The age limit for youth events is under 23 on 31 December on the year of the event.

3.2.4       The total number of teams participating in each Championship is limited to 12 or, by exception and subject to the approval of the Executive Board, to 16.

3.2.5       Should there be more entries than places available, the places shall be awarded to the requesting teams based on the following preferences, applied in the stated order:

  • In the Open Championship, to the champion of the preceding year and to the champion of the preceding Youth Championship.
  • In the Women’s Championship, to the champion of the preceding year and to the champion of the preceding Youth Championship, if a woman.
  • In the Youth Championship, to the champion of the preceding Youth Championship if they comply with 2.3.
  • To the highest ranked skippers on the WS Match Racing ranking list issued four months prior to the Event (WS Regulation 27.2.1) with a maximum of one team per country and in compliance with 2.2.

3.2.6       Should the number of entries significantly exceed 16 teams, EUROSAF has the right to establish qualification events, one in Northern Europe and another in Southern Europe. The top four teams from each qualification event shall go forward to contest the EUROSAF Event. The remaining four places shall be awarded according to 3.2.5 (a) & (b) & (c), plus 3.2.2 and 3.2.7. The Executive Board shall award the final place.

3.2.7       Should there be less than 12 entries at the closing date, the OA, in conjunction with the Executive Board, may invite wild card entries to make up the shortfall. These teams shall be from Members and no country should be represented by more than three teams. The Executive Board may allow teams from other MNAs.

3.2.8       At least three athletes shall be nationals or residents of the country of the Member/MNA entering the team, including the skipper. The Member/MNA shall be responsible for compliance. The NoR may specify that this regulation does not apply to crew substitutes, with the exception of the skipper.

3.3 LOGISTICS – specified

3.3.1       In addition to 2.11.1, the OA must provide:

  • Boats equal in performance, or paired for performance, with spinnaker or gennakers as standard equipment and suitable for Match Racing. Crews must be a minimum of 3 and a maximum of 5 persons for the Open Event, and up to 6 for the Women’s Event.
  • a sufficient number of Umpire motorboats appropriate for two people to drive for 8 hours in all possible sailing conditions of the boats racing and able to keep their pace.

3.3.2       All other requirements shall be in accordance with WS Regulation 27.2.3 (d).

¹ In exceptional circumstances, the OA may apply for a dispensation to provide one less boat. The Executive Board shall review such applications and make the final decision.

3.4 FORMAT OF EVENT AND PROVISIONAL PROGRAMME (SCHEDULE)

3.4.1       A EUROSAF Event shall consist of the following stages: Preliminary, Quarter Finals, Semi Finals and Finals.

3.5 RACE OFFICIALS – specified

3.5.1       The number of Umpires shall be equal to the number of boats (except spare boats) plus two. At least half of the Umpires shall be IUs, supported by NUs who have sufficient umpire experience.

3.5.2       The OA shall propose the race officials to the Executive Board, except for those race officials selected through the ROEP, in compliance with article 2.6.1. The Executive Board and the OA must agree to each race official. The OA shall invite the race officials agreed upon. The same procedure shall apply in case of any replacement.

3.5.3       Not more than 3 Umpires shall be from the host country and the Chief Umpire shall not be from the host country according to WS Regulation 25.8.7.

3.5.4       If the Open or Women’s Championship are Grade 1 events, the event Umpires shall be appointed in accordance with WS Regulation 27.2.3(d).

3.6 INVITATIONS AND ACCEPTANCES

3.6.1       WS Regulation 27.2.2(d) shall apply at all EUROSAF Match Racing Events and must be included in NoR and SI.

4. TEAM RACING

4.1 REQUIREMENTS FOR AWARDING THE TITLE AND MEDALS

4.1.1       To award the Championship title a minimum of 12 teams from at least 4 Members shall compete in the EUROSAF Event with a minimum of 6 boats racing in each flight.

4.2 LOGISTICS – specified

4.2.1       In addition to 2.11.1, the OA must provide:

  • if boats are provided by the OA they shall be equal in performance and suitable for Team Racing;
  • a sufficient number of Umpire motorboats appropriate for two people to drive for 8 hours in all possible sailing conditions of the boats racing and able to keep their pace.

4.3 RACE OFFICIALS – specified

4.3.1       The Championship shall be served by an International Jury composed in accordance with RRS Appendix N of whom all are umpires with at least two of them as IUs.

4.3.2       There shall be at least one NU position open for ROEP. The OA is encouraged to offer an NRO position.

5. FLEET RACING (Classes)

5.1 REQUIREMENTS FOR AWARDING THE TITLE AND MEDALS

5.1.1       To award the Event title a minimum of 15 boats from at least 4 Members shall compete in the Event.

5.1.2       To award the Event title in umpired fleet racing using Appendix UF a minimum of 8 boats from at least 4 Members shall compete in the Event.

5.1.3       The Executive Board may grant an exemption.

5.2 LOGISTICS – specified

5.2.1       In addition to 2.11.1, the OA must provide:

  • If RRS 42 will be conducted on the water or if Appendix UF applies, there shall be a sufficient number of Jury motorboats appropriate for two people to drive for 8 hours in all possible sailing conditions of the boats racing and able to keep their pace.

5.3 RACE OFFICIALS – specified

If Appendix UF applies:

5.3.1       The EUROSAF Event shall be served by an International Jury composed in accordance with RRS Appendix N of whom all are umpires with at least two of them as IUs.

5.3.2       There shall be at least one NU position open for ROEP. The OA is encouraged to offer an NRO position.

6. INCLUSIVE (PARASAILING)

6.1 REQUIREMENTS FOR AWARDING THE TITLE AND MEDALS

6.1.1      To award the Event title a minimum of 8 boats from at least 4 Members shall compete in the Event.

6.2         LOGISTICS – specified

6.2.1       In addition to 2.11.1, the OA must provide:

  • Adequate facilities for para/inclusive sailing;
  • If RRS 42 will be conducted on the water or if Appendix UF applies, there shall be a sufficient number of Jury motorboats appropriate for two people to drive for 8 hours in all possible sailing conditions of the boats racing and able to keep their pace.

7. CLUB SAILING

7.1 REQUIREMENTS FOR AWARDING THE TITLE AND MEDALS

7.1.1       To award the Championship title a minimum of 8 teams from at least 4 Members shall compete in the Event. Appendix UF shall be used.

7.2 LOGISTICS – specified

7.2.1       In addition to 2.11.1, the OA must provide:

  • Boats equal in performance with spinnaker or gennakers as standard equipment. Crews must be a minimum of 3 and a maximum of 5 persons;
  • a sufficient number of Umpire motorboats appropriate for two people to drive for 8 hours in all possible sailing conditions of the boats racing and able to keep their pace.

7.3 RACE OFFICIALS – specified

7.3.1       The EUROSAF Event shall be served by an International Jury composed in accordance with RRS Appendix N of whom all are umpires with at least two of them as IUs.

7.3.2       There shall be at least one NU position open for ROEP. The OA is encouraged to offer an NRO position.

8.  CUPS (SERIES)

8.1 REQUIREMENTS FOR AWARDING THE TITLE AND MEDALS

8.1.1       EUROSAF Cups consist of a number of individual events sailed in at least four different European countries. The individual events shall share a common attribute (e.g. class, discipline, demographics, etc.). The results of the individual events are included in the overall Cup ranking based on a suitable calculation method, resulting in a EUROSAF-sanctioned European ranking. The calculation method is sanctioned by the Executive Board before the Cup starts and may be adapted to the characteristics of the common attribute.

8.1.2       For an event to be counted within the Cup a minimum of 15 boats from at least 3 Members shall compete. To constitute a Cup there shall be minimum of 4 events. Cup agreements may be signed by the class or by the OAs of individual events. To be awarded the title a competitor (a team) shall participate at least in 1/3 of the events (rounded upwards) that constitute the overall Ranking of the Cup. The NoR may specify a different number. The Executive Board may change these requirements.

8.2 LOGISTICS – specified

8.2.1       In addition to 2.11.1, the OA must provide:

  • If RRS 42 will be conducted on the water or if Addendum UF applies, there shall be a sufficient number of Jury motorboats appropriate for two people to drive for 8 hours in all possible sailing conditions of the boats racing and able to keep their pace.

9. SPECIAL EVENTS

9.1.1       The Executive Board will deal with special events individually.

D10 Other Keelboat event series may have a discount compared to individual events or at least no extra costs for Cup service

Event fees 2023 & 2024 – GENERAL

Other charges:

If an event offers cash or cashable prizes, appearance payments, individual sponsorship payments by the event organizers or otherwise, or other benefits of a similar nature totalling more than 10,000€ or the equivalent, the fee will be raised by 10% of the sum exceeding 10,000€ and 5% of the sum exceeding 25,000€. If an event has acquired funds or other benefits totalling more than 50,000€ or the equivalent, the fee will be raised by 5% of the sum exceeding 50,000€ and 3% of the sum exceeding 100,000€.

For events not explicitly named the fees will be set by the EUROSAF Executive Board upon necessity.

Under special circumstances the EUROSAF Executive Board may adjust these fees.

These fees include, among others:

  • the right to use the event title “EUROSAF *** European Championship”, where *** stands for the class or format name and the type of Championship (if any), as either Open, Women´s or Youth;
  • the right to make use of the results and any images, videos, or sounds recorded during the Championship for the purpose of promotion and coverage of the Championship and the involvement of the organizing authority in running the Championship;
  • the Commercial Rights for exploitation during the period running from the date of signing the contract until six months after the end of the event;
  • an “event package” containing media files, flags, and other promotional material as far as available;
  • administrative, media and promotion support from EUROSAF

These fees do not include the following compulsory expenses that will be specified in the contract:

  • Medals, in gold, silver, and bronze colours, engraved with the event’s title, to be sourced through EUROSAF;
  • for Match Racing and keelboat events, flags or pennants to be flown on boats at all time during the event;
  • the cost of travel, accommodation, and meals of the EUROSAF representative, who upon agreement maybe a member of the race committee or international jury.

Appendix B – Trophies and Prizes

B.1. MATCH RACING EVENTS TROPHIES

  1. The Piraterne Trophy will be awarded to the winner of the Open Championship. This is a trophy donated by a group of members of the Royal Danish Yacht Club and symbolises a Golden Horn. This is a perpetual trophy, awarded annually, and shall remain the property of the Piraterne Group within the RDYC. It is the responsibility of each champion to return it clean and undamaged for the next Championship.
  2. The Wossala Trophy will be awarded to the winner of the Women’s European Championship. This is a trophy donated by George Wossala, president of EUROSAF from 2004 to 2010. This is a perpetual trophy, awarded annually, and shall remain the property of EUROSAF. It is the responsibility of each champion to return it clean and undamaged for the next Championship.

Currently, there is no annual trophy for the Youth Open Championship and it is up to the OA to provide a suitable trophy for the winner, each year
